not 100% sure but it looks like the thing my parents used to/still use, its like a pair of scissors, but instead of scissors on the one end it has like a little needle nose pliers lookin end. Did some research, their called angler scissors/clamp. they look pretty cheap, also they have a lock so u dont have to worry about holding it shut.
